Bloomsburg University running back Franklyn Quiteh won the 2013 Harlon Hill trophy for Player of the Year in Division II. The award is the equivalent of the Heisman at BU's division of play. Quiteh becomes the second Harlon Hill winner for the Huskies, following running back Irv Sigler, who took home the trophy in 1997. Quiteh beat West Texas A&M's Dustin Vaughn and Henderson State's Kevin Rogers, both quarterbacks, and became the second-most productive back in DIvision II history, behind only Chadron State's Danny Woodhead.
